Pennsylvania House Bill 1128 effective November 27, 2014 requires an automotive dealer to a make a separate written and oral disclosure to customers who purchase GAP waiver coverage. The disclosure must state the debt cancellation agreement, i.e. GAP Addendum form, is voluntary and not required as a condition of financing. The disclosure must be completed without any blank spaces, separate from the GAP Addendum and signed by the buyer.
